Taking up the fight against work-related crime

Rogaland County Council wishes to combat work-related crime and takes Omega’s IT system, HMSREG, in use.

HMSREG is an information system developed by Omega as to counteract work-related crime and social dumping. Rogaland County Council will now utilize the system.

"I am proud that Rogaland will use HMSREG. This system will help Rogaland County Council in the work to combat social dumping and work-related crime, and will at the same time stimulate the use of trained personnel and interns,” says County Mayor, Solveig Ege Tengesdal.

HMSREG helps to separate the law-abiding suppliers from the less professional companies. This way, equal competeitive terms and solid work places are created in the construction industry that now sees high activity levels. Through HMSREG, the construction manager will be able to follow the commitments and regulations set down by law.

Through integration to access control systems or via mobile app, HMSREG gives overview of construction sites, and suppliers and crew on location. This way, safe work sites are created with crew employed at approved companies.

"This agreement is a milestone for us because it is our first time having a County Council as client using HMSREG. It is also our first agreement within our own county," says Arne Jon Myskja in Omega, who is responsible for HMSREG.

"Rogaland has always had a large focus on preventing work-related crime. Through “Rogalandsmodellen” there is a defined set of regulations that are to be followed in the County Council’s building projects to ensure only professional suppliers and competition on equal terms for the suppliers. HMSREG now enables a more efficient follow-up of Rogalandsmodellen which involves the suppliers in the work to create a more professional construction sector, and gives the suppliers individual insight into meeting the requirements and regulations," Myskja says.

HMSREG is today in use by several state-owned companies, the four largest contractors and several municipalities. The system has close to 3000 users and has become a system that for many are recognized as, in combination with StartBANK, the leading tool for building a more professional construction sector. 

"Our focus now is to make it possible for the contractor and construction manager to work together in HMSREG. We have also placed important measures to competency overview and we see an increased focus around the new module for making controls of salary and work environment that are in line with the regulations for controls and privacy. Recently the control of personal information has been highly relevant due to the new privacy regulations (GDPR) and the guidelines it sets to storage and exchange of personal information.”
