Responsible for maintaining control over the scheduling, estimating, budgeting, planning, cost and contract compliance functions for a specific project through monitoring, analyzing, forecasting, reporting, and advising on accuracy and trends
Advise Project Manager on accuracy of contractor reporting and contract non-conformance
Integrate planning, scheduling, estimates, progress tracking and cost control into one function
Track progress & reports against actual cost
Develop project-reporting procedures and formats
Prepare ad-hoc progress reports, cost reports, and forecasts for team activities as required
Assist in change management process with project leaders and contractors
Review project cost estimates and schedules
Coordinate routine progress reporting
Review project cost estimates and project budget tracking for compliance
Provide Project Manager with independent assessments and analyses
Prepare and update weekly and monthly project cost reports
Track and evaluate PO and contract cost reporting and invoicing
Advise Project Manager of schedule issues and recommend mitigations for problem reas
Assist in development of schedules to forecast outcomes
Review and assess accuracy of contractor cost reporting, reporting procedures, cost estimates and forecasting
Periodically audit contractor progress reporting and forecasting
Assure contractors incorporate work scope changes in planning and budgets
Advise contractor of company input to budgets and schedules
Review and approve contractor cost control plans and procedures for compliance and conformance
Develop a Project Final Report identifying the performance against the control/budget and schedule baseline
Qualifications Required
Bachelor’s Degree or higher in a Financial or Technical field of study (Business, Finance, Engineering, Construction, Engineering Technology)
Or any equivalent combination of experience and training that provides the required knowledge, skills and abilities
Minimum 10-15 years of relevant experience with project controls (cost & schedule) and contract compliance
Working knowledge of budget development within a WBS
Proficient in Primavera P6 scheduling and database management
Intermediate proficiency in Microsoft Office Applications (Word, Excel, Outlook)
Ability to effectively communicate with various levels of management and employees
