Manager of Environment and Tailings Compliance

NSB Omega is searching for a Manager of Environment and Tailings Compliance for our Client for a Monday - Friday full time role. 

 General Duties

  • Prepare, assist, and review departmental budget. Track cost against the approved budget.
  • Identifying and managing various capital projects to meet compliance requirements such as Air Pollution Control equipment upgrades, Tailings Expansion Schedule 2 Amendment, Tank Compliance etc.
  • Manage consultant budgets to ensure budgets are not exceeded.
  • Coordinate and lead various meeting updates with government, non-government, and indigenous groups.
  • Oversee, assist, and advise Environment Business Partners on daily activities and requirements as required under the site Certificate of Approval and all other regulations, Acts and laws listed under that approval. These activities include, but are not limited to, the following.
  • Oversee the development of the Towards Sustainable Mining Plan (TSM)
  • Provide assistance to the development and maintenance of the client's Sustainability Plan

Environment

  • Work with operations, maintenance teams and associated contractors to provide guidance and expertise regarding environmental programs and requirements.
  • Assist with employee awareness and identification of Environmental aspects and impacts and participate in the implementation and maintenance of system plans (e.g., Environmental Protection Plan, Environmental Monitoring Plan, Waste Management Plan, Fish Habitat Offsetting Plans).
  • Provide direct oversight for implementation of, and compliance with, all environmental standard operating procedures. Review, update and implement environmental standard operating procedures as required.
  • Develop and implement environmental strategies with respect to water management, flora and fauna, waste, rehabilitation, GHG reduction plans.
  • Oversee and supervise day to day activities of consultants and contractors. Follow contractor management procedures. Ensure all contractors are compliant with all site access requirements.
  • Provide training and coaching on environmental commitments and compliance obligations to all departments.
  • Proactively monitor, review, and resolve environmental and regulatory issues.
  • Support the development, maintenance, and implementation of an up-to-date register of all permit and authorization conditions and commitments.
  • Assist with the preparation of permit applications and track approvals, or amendments as required.
  • Assist with the development and implementation of the compliance monitoring programs (e.g., ambient air, water quality, soil, wildlife, tailings, etc.) as stipulated in regulatory approvals for Area operations.
  • Coordinate reporting to meet regulatory, corporate, and other external requirements such as ambient air reporting, GHG/NPRI, water use license, fuel reports etc.
  • Develop GHG Reduction Plan to meet regulatory compliance.
  • Monitor and coordinate requirements for ambient air monitoring stations.
  • Assist, support and implement Environmental Effects Monitoring (EEM) program (e.g., Metal Diamond Mining Effluent Regulations (MDMER)) and per applicable regulatory, corporate, and social requirements.
  • Escort regulating agency personnel while on site; facilitate on site agency inspections and participate in pre/post inspections reviews and meetings.
  • Coordinate and execute environmental monitoring and inspections.
  • Complete compliance audits against conditions of authorization and regulatory compliance requirements.
  • Participate and review environmental incident investigations and track corrective actions for completion.
  • Actively participate in and help lead site safety initiatives.
  • Tailings Compliance
  • Ensure compliance to the Mining Association of Canada (MAC), Canadian Dam Association (CDA), Global Industry Standard on Tailings Management (GISTM), Fisheries Act and the Metal and Diamond Mining Effluent Regulations (MDMER)
  • Conduct tailings inspections to ensure compliance with the CDA, GISTM and MDMER.
  • Monthly piezometer readings (Jun-Oct).
  • Coordinate earthwork required at tailings discharge points and dyke raises.
  • Coordinate and monitor tailings revegetation and progressive rehabilitation program.
  • Monitor tailings dust levels.
  • Update long term and short-term depositions plan.
  • Advise operations on allowable deposition area, end of pipe discharge location and relocation of the spigot system.
  • Arrange Dam Safety Inspection, Independent Reviewer, Dam Safety Review, Operational, Maintenance and Surveillance Plan, Emergency Response and Preparedness Plan
