Cost Analyst
Assignment Description
The Cost Analyst is responsible for the implementation and execution of cost control processes and systems in line with the Project Execution plan, Project Controls Plan and procedures. This position supports the Cost Control Lead, helps drive cost performance of the project, establishes relationships and work interfaces with the project delivery teams, supports functional teams, and is assisting with removing barriers and communicating effectively inside and outside the team.
Job Description
The Business Unit manages two world class assets with current production of over 1,200 MMSCFD delivered markets. Expansion options are under evaluation and focused on expansion of the existing production facilities by up to 900 MMSCFD (additional wells, expansion of subsea gathering system, integration of a processing & export module to the platform) in conjunction with an associated midstream solution (export pipeline or FLNG).
This opportunity will be further matured during 2023 through execution of Pre-FEED-level design scope in addition to progressing regulatory, commercial, cost, and schedule definition to drive increased project predictability before a concept selection is made. Target is delivering materials to senior leadership to support a Concept Select decision in 2nd half 2023 at which point the selected expansion option will continue through the remaining Pre-FEED scope and prepare to enter FEED late 2023, or early 2024.
The Cost Analyst will use a digital platform for cost management (iPIMS), support Cost Lead in managing project cost workbooks in alignment with the project WBS-OBS-CBS, prepare monthly Value of Work Done (VoWD) estimates, work with quantity surveying contractor and project planning team to obtain input to the cost workbooks, perform accrual reconciliation with Finance, review contractor invoices and supporting documentation against contractual requirements, make sure invoices are correctly applied against contractual commitments and cost centers, monitor cost performance against control budgets, analyze variances and performance trends, support MOC process for cost changes, update cost forecasts for the remaining work, timely and accurate report on cost performance, develop cash flow analysis to inform project financing team / trigger cash-calls, interface and support the project delivery teams, project planning, estimating, accounting, supply chain management, risk management, contractors, etc.
Qualifications Required
Job Knowledge and Functional Competence: Proven knowledge and application of cost control on major capital projects (cost control processes & procedures, cost workbook management, MOC process, contract compensation and progress measurement, forecasting, interfaces with accounting and procurement systems), cost reporting, and financial accounting. Demonstrated digital acumen in using digital platforms (Ecosys, iPIMs), PowerApps (PowerBI), building Excel macros is a big plus.

Demonstrated communication skills (both written and verbal) to keep stakeholders informed and aligned on key plans and project data; ability to distill complex information and present in a simplified form. Ability to effectively interface, build relationships, and influence internal (including project shared services and stakeholder functions, e.g., Finance, Operations, Supply Chain, etc.) and external project stakeholders.
