Assignment Description

POSITION SUMMARY:

The Project Construction Civil, Structural and Mechanical Quality Inspector is accountable to ensure Client's Quality Management practices are implemented on the Superior Rebuild Project to achieve and demonstrate technical integrity. Leads the Client Quality Team for Site to verify contractor implementation and effectiveness of key Quality processes and compliance with Client and regulatory requirements. The position provides leadership to Construction Quality Inspectors and Site Quality Coordinator positions and interfaces with all Client and Contractor functions at site.
The Project Construction Civil, Structural and Mechanical Quality Inspector is a key position within the Project Quality Team for the Superior Refinery Rebuild Project and directly supports the Project Quality Manager for the implementation, tracking and reporting of all construction processes. The Construction Civil, Structural and Mechanical Quality Inspector will develop procedures and process tools, facilitate meetings, expedite actions from Client team members and contractors, provide training and coordinate reporting on behalf of the Quality team. Scope of work includes inspection, surveillance, and construction/fabrication/refurbishment oversight.

POSITION SUMMARY:
• Ensure Quality related governance and oversight of construction and fabrication:
• Develop and contribute to the Construction portion of the Project Quality Plan and the Project Execution Plan.
• Provide Quality Assurance that the Civil, Structural and Mechanical contractors are performing their scope of work to their approved Quality plans, ITPs and checklists. Ensuring that all work performed meets the regulatory and Quality requirements for safe start up and operations.
• Review/approve the pre-qualification of site contractors. Ensure that the parties doing the pre-qualifications are doing a complete job and signing off on the required documentation.
• Review and approve Quality Plans, procedures, ITPs, personnel qualifications and other significant documents from site contractors and service providers to ensure that acceptable quality protocols are documented and are being followed for the scope of work covered.
• Plan and conduct audits and surveillances to verify the implementation and effectiveness of Quality Plans, Procedures and processes, including: NCR; Technical Deviation Notice (TDN); Field Change Notice (FCN); Audit/Surveillance; Request for Information (RFI), etc.
• Preparation of weekly/monthly reports with KPIs, NCRs, progress status, road blocks, planned activities for the next period, and attendance at Project Quality meetings
• Conduct system walk downs and track punch list item closure for mechanical completion and final turnover. Including all documentation requirements for C&SU.
• Interpretation of specifications, codes and standards as required, and liaising with regulatory authorities on Quality related issues
• Risk Management with respect to Quality, including identification of quality risks and mitigation through the implementation of quality assurance and quality control
• Non-conformance Reporting process: Assist project team members in issuing NCR’s; track and reporting status; maintain reporting logs; identify and implement process improvements.
• Key Performance Indicators (KPI’s): Develop reporting templates which may be graphical, numeric, narrative, etc.; track and report for Project Team and/or Client Sr. Management on a monthly basis; Identify performance trends
• Developing and implementing project processes, procedures, work instructions, checklists and/or templates for quality, as required and ensuring project alignment with HOIMS
• Quality Records: Maintain Quality Records on behalf of the Quality Team, conduct audits/surveillances of the Quality Records of contractors

Qualifications Required

MUST HAVE QULAIFICATIONS
• Construction work experience 20+ years
• Quality experience in an Oil & Gas industry project environment - 10+ years
• Thorough knowledge of Construction, Engineering, Fabrication Quality for E&I discipline
• Strong knowledge of plant equipment, materials and manufacturing processes, including inspection and E&I testing of the same
• Understanding of Quality requirements related to E&I
• Thorough knowledge of project completion turnover and documentation requirements.
• Experience dealing with jurisdictional authorities
• Experience developing and rolling-out training for quality
• Previous project execution experience in oil & gas refining, petrochemical or upgrading - 15+ years
• Proven experience in the execution of brownfield projects
• Ability to effectively lead, manage and interface with a project quality team of multi-disciplined professionals
• Excellent organizational leadership and interpersonal skills
• Team player with strong leadership and collaboration skills
• Strong problem solving and facilitation skills with ability to plan, prioritize and deliver results
• Excellent communication skills, both written (including technical writing) and verbal
• Competence with Microsoft suite of products

NICE TO HAVE QUALIFICATIONS

• Post-Secondary Qualification in Engineering/Technology or equivalent
• Quality Inspection Credentials, Civil, Structural and Mechanical Journeyman/Technologist
• Training in Civil, Structural and Mechanical discipline/trade
• Quality inspection/auditor training/certification
• Professional Engineer or Certified Engineering Technician (Canadian or US versions)
• Quality Inspection/ Civil, Structural and Mechanical /Visual Inspection Credentials
• Quality Auditor certification
• Previous project execution experience in oil & gas refining, petrochemical or upgrading - 15+ years
• Proven experience in the execution of brownfield projects
